Cut a small hole in the bottom of the plastic bowl and put the flushable litter around the hole. This should get your cat used to seeing the water underneath as well as get him to start perching on the toilet seat instead of putting his back legs in the bowl. You will eventually want to continue making the hole bigger in the bottom of the plastic bowl as well as the lid. Take it slow or your cat will let you know he is not happy. This step you might want to take extra long with just to make sure that your cat stays comfortable. You don't want him to notice that you are making these changes. So make the changes slight and take your time. It is well worth it in the end. Eventually the two holes in the lid and the bowl will be big and your cat will be perching on the seat and using the toilet!
